Preface
This report covers the casualties of the ongoing war, which have been occurred in different areas of the county during September 13 – 19, 2019. Overall, 586 people have been killed or wounded this week (318 have been killed and 268 have been wounded).
According to the report’s statistics and findings, this week was bloodier for civilians than last week, that most casualties took place in Kabul, Parwan and Zabul provinces due to heavy explosions, and in Nangarhar province due to foreign forces airstrikes. The deadliest incident for Afghan forces occurred in Shawalikot district of Kandahar province, when two Taliban infiltrators turned their guns on their colleagues, killing 11 policemen. Moreover, anti-government’s armed militants suffered heavy casualties due to airstrikes by Afghan and foreign forces.
Going forward through the report, details and exact figures of the casualties’ of the Afghan government forces, anti-government armed militants, civilians, and foreign forces can be found in separate titles.
Afghan Forces’ Casualties
September 14:
11 policemen were killed by two Taliban infiltrators in Shawalikot district of Kandahar province.
A border policeman on the way to his job post on a motorcycle was killed by Taliban in Kohsan district of western Herat province.
An Afghan soldier has been killed and another injured due to Taliban attack in Herat province’s Pashtunkot district.
September 15:
A policeman was killed and another injured in a bomb blast on a police car in Nawa area of Spin-Boldak district of Kandahar province.
September 16:
The finance manager of Baghlan province’s police headquarter was killed due to a magnetic bomb blast in Sadkotti area of Pul-e-Khumri city of Baghlan province.
A policeman was killed and two others were injured in a bomb blast on a local police vehicle in Zurmat district of Paktia province.
September 17:
Four Afghan policemen were killed in a bomb blast at a presidential election campaign gathering of Ashraf Ghani in the center of Parwan province. President Ashraf Ghani personally attended this campaign.
Six Afghan soldiers were killed in a Taliban suicide attack near Ahmad Shah Massoud intersection in the PD9 of Kabul city, near to the Defense Ministry.
September 18:
Two police officers were killed and another was injured in an attack on electronic ID card center in the PD3 of Jalalabad city, Nangarhar province.
As a result of Taliban attack on ANA checkpoint in Herat province, an ANA soldier was killed.
In Shahzadaha street of Herat city, Taliban attacked judges and their guards resulting in the death of one policeman.
Two Afghan soldiers have been shot killed by his colleague in Chahardara district of Kunduz province on a charge of trespassing to the Taliban.
Taliban militants attacked Warduj district center in Badakhshan province, killing six policemen, including three local police, and wounding two others.
September 19:
Two policemen were killed in addition to the civilian casualties in a roadside bomb blast at a provincial hospital in Qalat, capital of Zabul province.
A policeman has been killed by Taliban in Faryab province’s Pashtunkot district.

Anti-government Armed Militants’ Casualties
September 13:
Three mine planters were killed in their own mine blast in Alingar District of Laghman Province.
In Dinar area of Qarqin district of Jawzjan province, four Taliban militants were killed in addition to a local leader of Taliban “Red Unit” in an operation by Afghan forces.
16 Taliban militants were killed in an airstrike by Afghan forces in Narkh district of Maidan Wardak province.
In Dara-e-Souf district of Samangan province, an Afghan airstrike killed five Taliban militants, including a local Taliban leader.
Two ISIS militants were killed during an operation by Afghan forces in Sar-e-kotal area, near the PD7 of Kabul city.
An ISIS press officer has been killed in an operation by Afghan forces in Khogyani district of Nangarhar province.
35 Taliban fighters have been killed in attacks by Afghan forces in Anar-Dara district of Farah province.
September 14:
Three Taliban members were killed in an airstrike in Chaqma-Chaqor area of Qushthepa district of Jawzjan province.
Two Taliban militants were killed in US airstrikes in Kabul.
September 15:
Six Taliban militants have been killed in Zurmat district of Paktia province due to Afghan forces attacks.
26 Taliban fighters were killed in Moqor district of Ghazni province.
As a result of an armed clash between Taliban and Afghan forces in Karez-e-Shekhha area of Farah province, six Taliban fighters were killed and three others were injured.
12 militants were killed in an airstrike in Dara-e-Souf district of Samangan province.
Seven Taliban militants were killed in Gozriwan district of Faryab province
September 16:
Four Taliban militants were killed in Kunjak and Shakar-Qala areas of Pul-e-Alam city, Logar province.
September 18:
Three attackers were killed by Afghan forces during their attack on electronic ID cards center in PD3 of Jalalabad city, Nangarhar province.
15 armed Taliban were killed in airstrikes by Afghan forces in Sorkh-Rod district of Nangarhar province.
11 Taliban insurgents were killed and six others were injured in an operation by Afghan forces in the Beest-Pikal area of Chahar-Bolak district of Balkh province.

Civilian Casualties
September 13:
Three civilians were killed and two others were injured when a bomb exploded at a volleyball stadium in Kakar-Shakot area of Tagab district of Kapisa province.
Afghan forces launched a military operation on a hideout of ISIS militants in Sar-e-Kotal area, near the PD17 of Kabul city, in which a woman and four children were also wounded.
September 14:
Five people, including women and children, were killed in a roadside bomb blast in Karez-e-Shekhha area of Farah province.
Three civilians were injured during an armed clash in Shahr-e-Kohna area of Yangi Qala district of Takhar province.
September 16:
A driver was killed and five students were injured in a roadside bomb blast in Ghazni province.
A man has been killed in an attack by militants in Nawab Jabarkhan area of Sorkh-Rod district of Nangarhar province.
In Rabat-e-Nahal area of Pashtun Zarghun district of Herat province, a person has been killed by unknown gunmen.
A civilian was killed and five others were injured during an armed clash in Salar area of Said-Abad district of Maidan Wardak province.
September 17:
22 civilians were killed and 42 others were injured in an explosion during President Ashraf Ghani’s election campaign gathering in Parwan province. President Ashraf Ghani was also present at the meeting.
In a suicide bombing attack near the Ahmad Shah Massoud intersection in the PD9 of Kabul city and near the National Defense Ministry, 16 civilians were killed and 38 others were wounded.
Taliban militants killed three civilians including two brothers in Pasaband district of Ghor province.
September 18:
Two children were killed and nine others were injured, including children’s, when a mortar shell struck a house in Mohammad Agha district of Logar province.
Gunmen attacked an electronic ID cards center in the PD3 of Jalalabad city of Nangarhar province, killing two civilians and wounding 12 others.
Afghan forces attacked six houses in Shahr-e-Kuhna area of Yangi Qala district of Takhar province, killing two civilians.
September 19:
A suicide bomber detonated his explosives near a provincial hospital in Qalat city, the capital of Zabul province, killing 20 civilians and wounding 90 others.
A child has been killed and his mother injured in a bomb blast in the center of Logar province by Taliban militants.
Two brothers were killed in a roadside bomb blast in the Kalafgan district of Takhar province.
Foreign Forces drone airstrikes in Khogyani district of Nangarhar province have killed 31 civilians and wounded 40 others.
Two civilians were killed by Taliban in Faryab province’s Pashtunkot district.

Foreign Forces’ Casualties
September 16:
The NATO Resolute Support mission in Afghanistan confirmed in a statement that an American soldier named Green Brait was killed during a joint operation in Maidan Wardak province.
Conclusion and Analysis of the Week
The report shows that all over the country, 586 people have been killed and injured (318 of them were killed and 268 wounded) from 13 – 19 September 2019.
This week has been extremely bloody for civilians; however, the casualties of Afghan forces dropped slightly compared to last week as 59 Afghan soldiers were killed last week, yet this week, the casualties reported were 41 Afghan soldiers. Likewise, 242 anti-government militants were killed last week, but this week the number declined to reach 161 militants killed in different parts of the country. On the other hand, there has been a sharp increase in civilian casualties. Last week, the civilian death toll was 30, but this week, the number increased almost fourfold to reach 115 civilians. The number of civilian injuries was also high this week as 252 civilians were injured this week.
This week’s report shows that civilians suffered heavy casualties in several incidents. On one hand, the bloody airstrikes of foreign forces increased the civilian casualties, in which only one attack killed 31 civilians and wounded 40 more in Nangarhar province. On the other hand, incidents caused by Taliban resulted an increase in civilians casualties considering the deadliest attacks which took place in Kabul, Parwan and Zabul, where in these three blasts, at least 60 civilians were killed and 170 others injured.
The increased civilian casualties come at a time when the peace talks between the United States and Taliban in Qatar have been postponed by the US president and a few days before from Afghanistan’s presidential elections. Referring to the recent Taliban attacks in Kabul and Parwan, the US President has reiterated that if such attacks continue, the US will not negotiate with the Taliban. On the other hand, the president of Afghanistan has also delayed any peace efforts by the government due to the elections. “Presently, elections are more important to the Afghan government than peace,” a statement mentioned which is released by ARG.
The Afghan government has favored the termination of peace talks between the US and Taliban at a critical juncture, especially during the presidential election; however, the situation in the country is getting worse day by day and it will have a wide negative effect on the forthcoming presidential election. Based on the latest Gallup Global Research Center survey, 85 percent of Afghans are hopeless about the future.
QASED Strategic Research Center emphasize to pay attention to the bloody situation in the country, and especially on the widespread civilian casualties. The peace and the end of the ongoing bloody war are the main priorities of the country where leaves the elections in the current situation meaningless as it builds more obstacles to peace. That is why we call on the international community and the Afghan war parties to make serious efforts for peace in accordance to their human responsibility.
