Preface
This report covers the casualties of the ongoing war, which have been occurred in different areas of the county during September 27 – October 3, 2019. Overall, 677 people have been killed or wounded this week (371 have been killed and 306 have been wounded).
According to the report’s statistics, the total number of casualties in this week is higher than the previous week, mainly due to the violence occurred on the Presidential Election Day on the first day of the week (Saturday, September 28). Although the Afghan government announced lower number of casualties on election day, there were widespread attacks on election centers and security posts in different parts of the country, where mostly it caused casualties to Afghan forces. The death toll for Afghan forces was higher this week compared to the past few weeks where 187 Afghan soldiers were killed in security incidents.
Going forward through the report, details and exact figures of the casualties’ of the Afghan government forces, anti-government armed militants and civilians can be found in separate titles.
Afghan Forces’ Casualties
September 27:
In Faryab province, 15 security personnel were killed and 15 others wounded in an attack of Taliban.
Taliban militants attacked a bazaar in Khwaja Ghar district of Takhar province, killing 30 security forces, including policemen and other pro-government forces.
At least two national security forces have been killed and two others injured in an attack by Taliban militants in Tagab Ismail village of Qala-i-Naw city, Badghis province.
Three policemen were killed and two others injured in a bomb blast in Korak area of Dawlatar district of Ghor province.
Taliban militants attacked a border police post in Kahsan district of Herat province, resulting in the death of six border policemen.
A local policeman has been killed in a Taliban attack in Qala-i-Naw city of Badghis province.
10 policemen were killed in armed clashes between Afghan forces and Taliban in Dara-e-Suf Payan district of Samangan province.
September 28:
A member of National Directorate of Security (NDS) has been killed in an attack of Taliban in Sar-e-Pul province.
Six Afghan soldiers have been killed in clashes between Taliban and security forces in Shindand, Rabat-e-Sangi and Kuhsan districts of Herat province.
Five security personnel have been killed and three others injured in armed attacks in Logar, Takhar, Jawzjan, Faryab, Baghlan, Kunduz, Kunar and Paktia provinces on the day of the presidential elections.
An ANA soldier has been killed in an attack by Taliban in the center of Belcheragh district of Faryab province.
Seven local policemen, including a local police commander, have been killed in armed attacks in Nahrin district of Baghlan province.
Two commando soldiers were killed in a roadside bomb blast in Kushanda district of Balkh province.
Taliban militants attacked 19 polling stations in Sar-e-Pul province, killing one national security soldier.
20 security personnel have been killed and 18 others injured in attacks of Taliban in different parts of Takhar province during the presidential elections.
A policeman has been killed in an attack of Taliban in Gulran district of Herat province.
Darzab district of Jawzjan province was temporarily fell to Taliban, during which 10 policemen were killed and nine others were injured.
In Faizabad district of Jawzjan province, Taliban militants attacked several checkpoints and election polling stations, killing one national security soldier and one local policeman.
Taliban militants attacked election centers in different areas of Kunduz province, killing three policemen and wounding nine others.
September 29:
Seven policemen were killed in a clash with militants in Kunjak area of Imam Sahib district of Kunduz province.
In Bahark district of Takhar province, seven local policemen were killed and seven others were injured due an airstrike of US forces.
A policeman was killed and two others were injured in a roadside bomb blast in Adraskan district of Herat province.
An ANA soldier and a policeman have been killed in an attack by Taliban militants in Qazal Qishlaq area of Khwaja Sabz Posh district of Faryab province.
In Takhar province, 12 security personnel were killed and 19 others wounded, including civilians.
September 30:
Two policemen have been killed and three others wounded in an attack of Taliban in Taloqan city, Takhar province.
October 1:
In Shortapa district of Balkh province, armed Taliban attacked the police headquarters, killing 11 policemen.
Two security personnel were injured in an attack by armed Taliban in Qeiaq-Dara of Jaghato district of Ghazni.
Taliban militants attacked a police post in Khwaja-Musa area of Pashtunkot district of Faryab province, killing one policeman and injuring another.
October 2:
Eight policemen were killed in a clash between Taliban and police in Lashkargah, the center of Helmand province.
In Baghlan province, an armed clash erupted between the deputy of the provincial council and the local police commander of Pul-e-Khumri, which resulted in the death of the commander’s brother and injured the commander.
An armed clash erupted between armed Taliban and security forces in the Farsi district of Herat province, killing two policemen.
In Babar area of Arghandab district of Kandahar province, Taliban attacked a checkpoint, killing two policemen and injuring another.
October 3:
Taliban militants attacked a checkpoint in Baghak area of Qala-e-Naw, the capital of Badghis province, the clash lasted for about three hours, resulting in the death of two policemen and wounding three others.
Taliban militants attacked a police checkpoint in Khwaja Sabzposh district of Faryab province, killing three local policemen.

Anti-government Armed Militants’ Casualties
September 27:
As a result of an airstrike in Asfanda area of Ghazni city, five Taliban fighters were killed.
13 Taliban fighters have been killed in clashes between Afghan forces and Taliban in Dar-i-Suf Payan district of Samangan province.
September 28:
Five militants were killed in a drone strike in Khwaja Omari district of Ghazni province.
Airstrikes by Afghan forces have killed 24 Taliban militants and wounded four others in Arghandab district of Zabul province and Khas-Uruzgan district of Uruzgan province.
Eight Taliban militants have been killed in attacks by Afghan forces in Nijrab district of Kapisa province. Also, in several areas of Logar province, five Taliban fighters were killed.
A suicide bomber in Kunduz city who was planning to attack a polling center was killed in his one mine blast.
25 Taliban fighters were killed in clashes with Afghan forces on election day in Shindand, Rabat Sangi and Kuhsan districts of Herat province.
A Taliban Shadow district governor for Chamtal district was killed in an airstrike in Chamtal district of Balkh province.
A Taliban militant was killed in an airstrike in Khogyany district of Ghazni province.
A Taliban militant was killed in an armed clash between Taliban and Afghan forces on election day in the center of Belcheragh district of Faryab province.
September 29:
19 Taliban fighters were killed in an armed clash between Taliban and Afghan forces in the Qazal Qashlaq area of Khwaja Sabz Posh district of Faryab province.
September 30:
Two mine planters were killed in their own bomb blast in Adraskan district of Herat province.
October 1:
Taliban militants attacked an outpost in Khwaja-Musa area of Pashtunkot district of Faryab province. As a result of the attack, four Taliban fighters were killed and five others were injured.
October 2:
35 Taliban militants were killed and 16 others wounded in an airstrike by NATO forces in Shorabak district of Kandahar province.

Civilian Casualties
September 27:
Father of a local policeman has been killed in an attack of Taliban in Qala-i-Naw city, the capital of Badghis province.
September 28:
An airstrike in the Khwaja Omari district of Ghazni province killed six civilians and wounded five others.
Taliban militants attacked a polling station in Oba district of Herat province, killing one civilian and wounding two others.
Two civilians were injured in armed clashes between Taliban and Afghan forces in Nahrin district of Baghlan province.
Taliban militants attacked polling stations in Sar-e-Pul province, killing two civilians and wounding 53 others.
A mortar shell fired by Taliban militants hit a civilian house in Tirinkot, the capital of Uruzgan province, killing a woman and a child and wounding six others, including five children.
Taliban militants attacked several checkpoints in Faizabad district of Jawzjan province, injuring a woman.
72 civilians were injured in Taliban attacks in Logar, Takhar, Jowzjan, Faryab, Baghlan, Kunduz, Kunar and Paktia provinces on the day of the presidential election.
September 29:
Taliban militants kidnapped a man and his son, later on, killed his son and injured his father in Ferozkoh city, the center of Ghor province.
Three civilians, two women and a child, were killed and 26 others injured in Taliban attacks in Nahrin district of Baghlan province.
Two civilians were killed in two roadside bomb blasts in Gulran district of Herat province.
Three civilians, including a 14-year-old girl and a nine-year-old boy were killed and three others, including women and children were injured in a mortar shell hit a civilian house in Belcharagh district of Faryab province.
October 1:
Three civilians, including a child, were killed and four others were injured in an attack of Taliban in the Qeiaq-Dara, Jaghoto district of Ghazni province.
October 2:
Six civilians from a single family, four women and two children, were killed and two others were injured when a mine exploded in a farmland in Baes-Khil village of Nijrab district of Kapisa province.
Taliban militants attacked a checkpoint in Ghor province’s center, Firozkoh, killing two civilians and wounding seven others.
A civilian was killed along with security forces during an armed clash between Taliban and security forces in Farsi district of Herat province.
Taliban militants attacked a civilian vehicle in Ghorian district of Herat province, killing three civilians, including women and children, and wounding three others.

Conclusion and Analysis of the Week
The report shows that all over the country, 677 people have been killed and injured (371 of them were killed and 306 wounded) from 27 September – 3 October 2019.
The death toll for Afghan forces this week was higher than in the past few weeks. 51 Afghan security forces were killed last week; however, this week the casualties’ figure almost quadrupled to reach 187 Afghan soldiers. Likewise, 127 Taliban militants were killed last week, but again this week, the numbers are showing a slight increase, in all parts of the country, 149 Taliban militants have been killed. On the other hand, civilian casualties have dropped compared to last week. Last week, the civilian death toll was 74, but this week the number has dropped to 35.
Overall, this week’s casualties were higher than last week’s, with having most of the causalities in Afghan forces side. The main reason was the Taliban attacks in different parts of the country during the presidential election. However, given the previous parliamentary elections, there were concerns that there would be bloody events on the day of the presidential election, but no big security incidents were recorded on that day.
On the other hand, insecurity in many parts of the country has sparked widespread shadow over the presidential elections, which has caused people’s participation in the election to be lower than in the past few elections. More than two million Afghans participated in the elections, out of about 9 million registered people. A number of surveys show that the main reason for the turnout was the fear of security incidents which, in addition to lack of tust in the transparency of election, also contributed to the low turnout.
Presidential elections are held at a time when the majority of Afghans want peace, and they see the election as an obstacle to peace. Many Afghans given the Afghan government’s current policies on peace, considering that this election could lead to a war for another five years, the new president may not want peace with the Taliban which may jeopardize the continuity of his rule.
Qased Strategic Research Centre as a war casualties monitoring organization in the country emphasizes that the security situation in the country has its heavy negative shadow over all other sectors, where every other development in such situation will not bring pleasure to Afghans. That is why we call on the international community and the Afghan war parties to make serious efforts for peace in accordance to their human responsibility.
