Conclusion and Analysis of the Week
The report shows that all over the country, 439 people have been killed and injured (291 of them were killed and 148 wounded) from 29 November – 05 December 2019.
The total number of casualties in this week has increased compared to last week. On the Afghan government’s side, 36 Afghan security forces were killed last week; but this week the number almost doubled and reached 66. The death toll among the anti government armed militants is also showing an increase compared to last week. Last week, 164 armed militants were killed, but this week, 180 Taliban and ISIS militants were killed in different parts of the country. Civilian casualties have also risen over the past week. Last week, the civilian death toll was 36, but this week the number has risen to 44.
This week once again, civilians have been killed in their houses during night operations of Afghan special forces in the east of the country. The incident took place on December 1st in Achin district of Nangarhar province, and the victims were members of a family (son and father). People in the area staged a protest in response to the incident and demanded the government to prosecute the killers. In a similar incident, four young brothers were killed in their home in Jalalabad city about two months ago, causing widespread reactions both inside and outside the country. In connection to similar incidents, a few weeks ago, the International Human Rights Watch criticized the Afghan government in its report that CIA-backed Afghan forces have been responsible for extrajudicial executions and enforced disappearances, indiscriminate airstrikes, attacks on medical facilities, and other violations of international humanitarian law, or the laws of war.
Earlier this week, an airstrike by US forces in Khost province also targeted a civilian vehicle, killing six civilians. The targeted car was carrying a woman, who had just given birth and was on her way to home with her family members, as a result, five family members and the driver of the vehicle were killed. In addition to the civilian casualties in heavy explosions by Taliban, civilian casualties in night operations and airstrikes by Afghan and foreign troops are high. Despite the widespread reactions, there has no any constructive action taken. The Afghanistan Independent Human Rights Commission (AIHRC) also condemned the attack in a statement and called for a comprehensive investigation of such incidents. Last week, an airstrike of foreign troops killed ten civilians in Farah province.
On the other hand, a Japanese charity company leader, Tetsu Nakamura, and five Afghan employees of the company were killed in an attack by unknown gunmen in Jalalabad city. The incident also had widespread reactions across the country. No one has claimed responsibility for the attack, and Taliban in particular have denied involvement in the attack. Such targeted attacks have been occurring in urban and secure areas in the country, but the Afghan government has failed to identify who is behind such attacks.
Despite the increase in war casualties this week, the US Special Envoy for Afghan Peace arrived in Kabul and left for Qatar after meetings with Afghan officials. Although the US President Donald Trump’s announcement of resumption of talks with the Taliban has made Afghans optimistic about peace efforts, the efforts have not yet had a positive impact on the battlefield. Every day, dozens of Afghans fall victim to this conflict.
Qased Strategic Research Center as a war casualties’ monitoring organization in the country emphasizes that the ongoing bloodshed and bloody situation in the country is possible to stop only through the complete withdrawal of foreign forces from Afghanistan and peace with the Taliban. Therefore, we call on international and Afghan stakeholders to focus on peace efforts, rather than focusing on the battlefield.
