Conclusion and Analysis of the Week

The report shows that all over the country, 443 people have been killed and injured (240 of them were killed and 203 wounded) from 6 – 12 December 2019.

The total number of casualties in this week slightly increased compared to last week, however, the number of killed casualties has declined. On the Afghan government’s side, 66 Afghan security forces were killed last week; however, this week the number increased slightly to reach 70 killed security forces. The death toll among anti government’s armed militants is high overall, yet it shows a decline compared to last week. Last week, 188 insurgents were killed, but this week a total of 139 Taliban militants were killed in different parts of the country. Civilian casualties also showed a decline compared to last week. Last week, the civilian death toll was 44, but this week the number has dropped to 31.

The death toll for Afghan forces was higher this week than it was last week, Taliban  militants caused heavy casualties in few bloody attacks. 16 Afghan soldiers were killed in two attacks in Kunduz province. Also, in Helmand province, in a Taliban attack killed nine policemen. In another incident in Zabul province a Taliban infiltrator killed seven policeman.

In addition to Taliban attacks and explosions, civilians have also been killed in airstrikes by Afghan and foreign troops this week. In one incident, four civilians were killed in a mortar shell attack by US forces in Baraki Barak district of Logar province. Moreover, three civilians, including women and children, were killed in a drone strike in Sayedabad district of Maidan Wardak province. Representatives of Wardak province in the Parliament responded to the attack, saying that joint forces carrying military operations in civilian areas in the province and killing innocent people. On the other hand, EU Special Envoy to Afghanistan expressed concern over civilian casualties. According to him, the death toll of civilians in the ongoing war has increased tremendously. According to a joint report from Boston Institute of America and Watson University, nearly 150 throusand people have been killed in the 20-year US war in Afghanistan.

Taliban attacked Bagram Airfield, the largest and most important military base of foreign troops in Afghanistan. Dozens of Afghan civilians were injured in the attack, and five foreign soldiers were also injured. The attack came at a time when talks between the US and Taliban in Qatar were ongoing. After months of delays, the resumption of the talks raised hopes for succes of the peace efforts. Given that the talks were called off due to an attack by Taliban, this time it has raised concerns about the impact of the attack. But the attack did not have a clear impact on the negotiations, after the negotiations ended in Qatar, Zulmai Khalilzad left for Pakistan, which may take another round of talks in the near future. It is said that there is disagreements over the ceasefire in the talks between the US and Taliban in Qatar. The US side emphasizes a comprehencive ceasefire in the agreement; however, the Taliban say that a ceasefire will be decided during the intra-Afghan dialogue.

In parallel with the start of the peace talks, Washington Post, an American newspaper, has disclosed confidential documents about the war in Afghanistan, showing that US governments have lied about the Afghan war over the past 19 years and they have hidden the facts of Afghan war from the people. According to these documents, the US war in Afghanistan is not successful. it seems to be a role for the US government in exposing these documents, and the US government is serious about ending the Afghan war. The situation has raised hopes that the US and Taliban talks will reach a conclusion this time.

Qased Strategic Research Center as a war casualties’ monitoring organization in the country emphasizes that the ongoing bloodshed and bloody situation in the country is possible to stop only through the complete withdrawal of foreign forces from Afghanistan and peace with the Taliban. Therefore, we call on international and Afghan stakeholders to focus on peace efforts, rather than focusing on the battlefield.
