Conclusion and Analysis of the Week

The report shows that all over the country, 417 people have been killed or injured (258 of them were killed and 159 wounded) from 3 – 9 April 2020.

The overall death toll this week is higher than it was last week, however, the death toll among Afghan forces is lower than last week. Last week, 81 Afghan security forces were killed; but this week, 52 Afghan security forces were killed. The death toll among the anti-government armed militants is higher than it was last week. Last week, 147 armed militants were killed, but this week 158 were killed. Civilian casualties also show an increase compared to last week. Last week, the civilian death toll was 32, but this week the number has risen to 48 (Table-4).

This week was once again bloodier for civilians than the past few weeks. Several civilians were killed in attacks by Afghan and foreign troops this week. Eight members of a family were killed in a drone strike in the Kas Uruzgan district of Uruzgan province. Local government officials blamed the attack on Taliban militants; however, Taliban said in a statement that the casualties were caused by a drone strike. The Afghanistan Independent Human Rights Commission (AIHRC) has also expressed regret over the civilian casualties in several attacks by Afghan forces in Maidan Wardak province.

On the other hand, the peace process is also faced deadlock as the Taliban delegation, who came to Kabul to discuss prisoner exchanges, has returned to Qatar as a reaction to the Afghan government policy about the Taliban prisoner release. Although the Afghan government released a number of Taliban prisoners after the departure of Taliban delegation, the process seems fraught with obstacles. The Afghan government does not seem to be able to take a step forward in the peace process because of the tenuous political situation in the country, and unless the post-election conflict has been resolved, there may be no significant steps in the peace process.

Qased Strategic Research Center as a war casualties’ monitoring organization in the country emphasizes that the ongoing bloodshed and bloody situation in the country is possible to stop only through the complete withdrawal of foreign forces from Afghanistan and peace with the Taliban. Therefore, we call on international and Afghan stakeholders to focus on peace efforts and to deal with this historical opportunity for peace in Afghanistan responsibly.
