Conclusion and Analysis of the Week
The report shows that all over the country, 530 people have been killed or injured (303 of them were killed and 227 wounded) from 24 – 30 April 2020.
The overall death toll in this week is lower than it was last week. The casualties of Afghan forces this week show a decrease compared to last week. 131 Afghan security personnel were killed last week, but a total of 97 Afghan soldiers were killed this week. The death toll among the anti-government armed militants has also dropped compared to last week. 233 militants were killed last week, but 165 have been killed this week. However, the number of civilian casualties is higher than last week. The number of civilians killed last week was 30, but this week the number has risen to 41 (Table-4).
Although the war-related death toll this week is lower than last week, it has been a bloody one overall, with civilian casualties in particular higher than last week. The United Nations Assistance Mission in Afghanistan (UNAMA) said in a statement that 533 civilians had been killed, including 150 children, and 760 others wounded in the first three months of this year. The United Nations Assistance Mission in Afghanistan (UNAMA) has blamed the Taliban for 39% percent of the casualties and blamed the government for 32% percent.
The Afghan government and the international community have sharply criticized the Taliban for their attacks on the battlefield after reaching the US-Taliban peace agreement, given the rise in casualties over the past two weeks. The situation comes at a time when the spread of Coronavirus has sparked calls for a ceasefire and calls for a reduction in violence in Afghanistan. UN Secretary-General, Antonio Guterres, last month called for a ceasefire between warring factions around the world, including in Afghanistan, following the outbreak of the coronavirus, in which 16 armed groups accepted his request, but rejected by Taliban. In a latter case, the Taliban rejected the Afghan government’s call for a ceasefire, citing the non-release of their prisoners and creating obstacles by the Afghan government to start the intra-Afghan peace talks.
At the same time, the Afghan government’s Prisons Authority says 75 positive cases of coronavirus have been registered at Pul-e-Charkhi prison in Kabul. Following the reports, the Taliban also said that if their prisoners were dead, they would take revenge and the responsibility would be on the United States and the Afghan government. Taliban released 52 Afghan government prisoners in Kunduz province this week. Overall, one of the reasons of the obstacles to the exchange of prisoners and the start of intra-Afghan talks and the delay in the process is the political differences between President Ghani and Abdullah Abdullah, which are still unresolved. Dr. Abdullah’s team and the Presidential Palace have recently announced progress in talks on political reconciliation, and it is expected that soon the two sides will reach an agreement and the process of intra-Afghan negotiations will begin.
Qased Strategic Research Center as a war casualties’ monitoring organization in the country emphasizes that the ongoing bloodshed and bloody situation in the country is possible to stop only through the complete withdrawal of foreign forces from Afghanistan and peace with the Taliban. Therefore, we call on international and Afghan stakeholders to focus on peace efforts and to deal with this historical opportunity for peace in Afghanistan responsibly.
