Preface
This report covers the casualties of the ongoing war, which have been occurred in different areas of the county during October 11 – 17, 2019. Overall, 373 people have been killed or wounded this week (212 have been killed and 161 have been wounded).
According to the report’s figures, the death toll for all casualties in this week has decreased compared to the past few weeks; however, civilian casualties have increased this week almost twice as much as last week. The deadliest incident of civilian casualties was the airstrike by Afghan and foreign forces in Warduj district of Badakhshan province, which increased the civilian casualties this week. The death toll of anti-government’s armed militants has also dropped to about half of their last week’s casualties, but as of the last week, many casualties have been reported due to the airstrikes by Afghan and foreign forces. On the other side, many casualties in Afghan forces side happened due to attacks of Taliban.
Going forward through the report, details and exact figures of the casualties’ of the Afghan government forces, anti-government armed militants and civilians can be found in separate titles.
Afghan Forces’ Casualties
October 11:
A policeman has been killed in a roadside bomb blast in the center of Jurm district in Badakhshan province.
A local police commander was shot and killed by his two nephews in Warduj district of Badakhshan province, both of them joined the Taliban.
October 12:
Three policemen were shot killed by a Taliban infiltrator in Maidan Hawaee area of Dawlatabad district of Balkh province.
Five policemen were killed and five others injured in an armed clash between Taliban and police in Nekabad area of Gizab district of Uruzgan province.
Three ANA soldiers were killed and another was wounded in a Taliban militants ambush in Pul-e-Khumri city of Baghlan province.
October 13:
Taliban militants attacked Nusay district’s center in Badakhshan province, killing four policemen and wounding six others.
October 14:
Two policemen were killed by unknown armed men in the PD11 of Kabul city.
Two policemen were shot and killed by unknown armed men near to Fazal Kandahari school in the PD8 of Kandahar city.
Deputy of police academy was shot dead by unknown armed men in Lashkargah city of Helmand province.
October 15:
An ANA helicopter crashed in Dorahi Hairatan area of Mazar-e-Sharif city in Balkh province. Seven Afghan commandos, including four pilots, were killed in the incident.
A policeman was killed by unidentified gunmen near to the PD2 of Kandahar City.
An armed clash erupted between Afghan forces and Taliban in Charhartot area of Khanabad district of Kunduz province, resulting in the death of four policemen and injuring three others.
October 16:
A car bomb exploded in front of a military base of Afghan forces in Alishang district of Laghman province, killing two security forces and injuring six others.
A gunman attacked a police post in Charikar city, the capital of Parwan province, killing two policemen.
A policeman was killed by a gunman in Asyab-e-Kulkhi area of Injil district of Herat province.
October 17:
Taliban militants attacked a local police post in Norgeram district of Nuristan province, killing six policemen and wounding two others.
Two policemen were killed in an attack by unidentified gunmen in the PD7 of Herat city.
Taliban militants attacked the center of Andkhoy district of Faryab province, killing two commando soldiers and a policeman and wounding five commandos and a policeman.
A local police commander has been killed in an armed clash between Taliban and Afghan forces in Dera-e-Gem area of Kishim district of Badakhshan province.

Anti-government Armed Militants’ Casualties
October 11:
16 Taliban militants were killed in attacks by Afghan forces in Nani area of Andar district and Musa Khel area of Gero district in Ghazni province.
An armed clash erupted between Taliban and police in Alghan village of Gosfandi district of Sar-e-Pul province, killing two Taliban militant including a group leader of Taliban.
Six ISIS militants have been killed in a drone airstrike of foreign troops in Suleimankhel area of Pachiragam district of Nangarhar province.
Three Taliban militants were killed in an airstrike in Saidkaram district of Paktia province.
Four Taliban militants were killed in an airstrike by Afghan forces in Bala Bolok district of Farah province.
October 12:
A Taliban commander has been killed in an attack by foreign troops in Wakraj area of Ala-Sai district of Kapisa province.
Seven Taliban fighters were killed in a special operation by Afghan forces in Tasang-e-Bala and Walangir areas of Deh-yak district of Ghazni province.
Four Taliban militants were killed and four others were injured in an airstrike in the southern Bazar area of Shajoi district of Zabul province.
A Taliban shadow district governor has been killed in an airstrike by Afghan forces in Farah Road area of Khak-e-Safed district of Farah province.
12 Taliban militants were killed in an airstrike in Tangi-e-Wazir area of Khogyani district of Nangarhar province.
October 13:
Three Taliban militants were killed and five others were injured in a clearance operation by Afghan forces in Popalzai and Alokozay areas of Nahr-e-Siraj district of Helmand province.
Three Taliban fighters were killed as a result of a special operation in Ghazni province center.
Afghan forces conducted a clearance operations in Shahr-e-Kohna area of Yangi Qala district of Ghor province. The district was taken back from the Taliban after four years, resulting in the death of ten Taliban militants and wounding eight others.
In a raid by Afghan forces in Chaharbulak district of Balkh province, eight Taliban militants were killed and 15 others wounded.
October 14:
A group leader of Taliban fighters and three other armed men were killed in airstrikes by Afghan forces in Chak district and in the center of Maidan Wardak province.
In an attack by Afghan forces in the Shajoi district of Zabul province, 16 Taliban militants were killed and four others wounded.
October 15:
Five Taliban fighters were killed and five others were wounded in airstrikes by Afghan forces in Muqur district of Ghazni province.
October 17:
12 Taliban fighters have been killed and 17 others wounded in an armed clash between Taliban and Afghan forces in Andkhoy district of Faryab province.

Civilian Casualties
October 11:
A civilian was injured in a roadside bomb blast near to the municipality in Jalalabad city of Nangarhar province.
October 12:
Two civilians were killed in attacks by foreign forces in Wakraj, Bazaar and Pistavali areas of Ala-Sai district of Kapisa province.
The district chief of Jaghato district of Maidan Wardak province was killed in an attack by armed men In the PD6 of Kabul city.
A mullah Imam of a mosque was killed by two unknown armed men in Ghazian area of PD4 of Mazar-e-Sharif city of Balkh province.
An appellate court prosecutor of Parwan province was shot and killed by unknown armed men in Dulan area of Charikar city of Parwan province.
October 13:
A prosecutor of Ghor province’s prosecutor’s office and his brother were shot and killed by unknown gunmen, three other civilians were also injured.
15 civilians, including women and children, were killed and 18 others were injured in an airstrike by Afghan forces in Warduj district of Badakhshan province.
October 14:
Two women were killed when a roadside mine exploded in Band-e-Payan area of Ghor province.
A civilian was killed in a joint forces operation in Kalalago area of Zurmat district of Paktia province.
The chief of Abdul Ghafoor Nadim High School in the eleventh district of Kabul city has been killed in an attack by unknown gunmen.
Two civilians were killed and 13 others were injured in a motorcycle bomb blast in Matakhan district of Paktika province.
October 15:
Two civilians have been killed in a roadside bomb blast in Brimazi area of Deh-yak district of Ghazni province.
October 16:
A car bomb exploded in front of a military base of Afghan forces in Alishang district of Laghman province, a civilian was killed and 36 other children were injured.
Seven civilians, members of a single family, were killed in a night raid of Afghan and foreign forces in Sadmarda and Sang-Qala areas of Narkh district of Maidan Wardak province.
October 17:
Two civilians were killed in a roadside bomb blast in Shawliakot district of Kandahar province.
Taliban attacked a civilian vehicle in Zawal district of Herat province on Kandahar-Herat highway, killing two civilians and injuring three others.
An employee of the finance ministry was killed in a rocket attack by militants in Arghandi area of Paghman district of Kabul province.

Conclusion and Analysis of the Week
The report shows that all over the country, 373 people have been killed and injured (212 of them were killed and 161 wounded) from 11 – 17 October 2019.
The death toll for Afghan forces has slightly dropped this week compared to last week. 81 Afghan security forces were killed last week; but this week, 51 Afghan security forces were killed. The death toll for the anti-government’s armed militants has also dropped this week too. Last week, 216 anti-government militants were killed, yet this week the level has dropped to about half, where a total of 117 Taliban and ISIS militants have been killed in different parts of the country. On the other hand, civilian casualties have increased almost twice as much as last week. Last week, the civilian death toll was 23, but this week the number has risen to 44.
One of the main reasons for the rise in Afghan civilian casualties this week was the airstrikes and night operations of Afghan and foreign forces. Civilians were also targeted during a night raid operation by Afghan forces in Alingar district of Laghman province in last week, but this week the death toll of civilians due to such operations was higher than last week. In one incident, airstrikes on civilian houses in Warduj district of Badakhshan province killed at least 15 civilians and injured 18 others. Also, in Narkh district of Maidan Wardak province, seven innocent civilians were killed during a night operation by joint forces.
The civilian casualties in Badakhshan province caused many reactions about the civilian casualties. In a statement release issued by the office of former President Hamid Karzai, such incidents have been called human crimes and have called for an end to attacks on civilian homes. On the other hand, members of Meshrano Jirga (Upper House) also condemned the incident, saying that civilian casualties were always reported in the night operations of Afghan and foreign forces. Members of Meshrano Jirga have called such attacks a war crime.
According to a recent UNAMA report, 8239 civilians have been killed or injured in the first nine months of 2019. 2563 people were killed and 5676 others injured. These figures show a 42% increase over the same period of last year. UNAMA reports that the last three months (July, August and September) were the deadliest months for civilians compared to the last 10 years.
QASED Strategic Research Centre as war casualties monitoring organization in the country urges once again the Afghan government and foreign forces to avoid targeting civilian in their attacks, and especially to stop night raids and airstrikes on civilian targets all over the country, the most victims of which are civilians.
