Conclusion and Analysis of the Week

The report shows that all over the country, 359 people have been killed and injured (243 of them were killed and 116 wounded) from 8 – 14 November 2019.

The total amount of casualties in this week has dropped. On the Afghan government’s side, 52 Afghan security forces were killed last week; but this week the number has dropped to 34. The death toll from anti government’s armed militants has also shown a slight decrease compared to last week. Last week, 188 armed militants were killed, but this week, 181 Taliban and ISIS fighters were killed in different parts of the country. On the other hand, the death toll for civilians has also declined compared to last week. Last week, the civilian death toll was 60, but this week the number has dropped to 28.

Given the security incidents and casualties recorded this week, though the overall death toll is lower than last week, a number of incidents caused heavy civilian casualties.

In one incident, a civilian vehicle was attacked by foreign troops in the Zazi Aryab district of Paktia province, resulting in the death of eight civilians. Although foreign troops based in Afghanistan have called for an investigation into the incident as usual, such incidents have been rampant throughout the country and the results of such investigations have never been published, and the general public in Afghanistan consider such incidents intentional attacks by foreign forces. On the other side, a suicide bombing in Kabul killed 12 civilians and injured 16 others. There has been no such bloody attacks in Kabul for last few months. Although the attack targeted a foreign private security company, civilian casualties were widespread in the incident. Overall, airstrikes by Afghan and foreign troops and bloody explosions in overcrowded areas are the two factors that have increased civilian casualties in the ongoing war in Afghanistan. Airstrikes on civilians and civilian casualties in such attacks significantly increased in the last few months. For the reason, the people of Paktia and Maidan Wardak provinces also reacted strongly to such attacks and deliberately targeting civilian targets by holding demonstrations and press conferences this week. Besides this, the people of Maidan Wardak provinces also expressed their conserns about the killings by Alipur, a local militia commander in the province,.

On the other hand, in Logar province, US forces have carried out an airstrike on an ANA outpost, killing and injuring 10 Afghan soldiers. Such incidents have increased dramatically in the last years especially in the preiod of National Unity Government; however, the Afghan government has chosen to be silent about such incidents like its silence about such incidents against civilians, which is a prominent factor in the continuation of such attacks. Although the cause of such events is always shown to be “error”; there are assumptions that, given the nature of the incidents, such attacks are designed to create unprecedented pressures in behind-the-scenes deals. Meanwhile, foreign troops were attacked by a suicide bomber this week in Logar province, where no information about the casualties was released. In addition, four foreigners were injured in a suicide attack in Kabul.

Qased Strategic Research Center as a war casualties’ monitoring organization in the country urges the fighting parties in the country to pay a serious attention to the civilians’ lives and avoid targeting civilians.
