War Casualties’ Weekly Report (6 – 12 Sep 2019)

Preface        

This report covers the casualties of the ongoing war which have been occurred in different areas of the county during September 6 – 12, 2019. Overall, 533 people have been killed or wounded this week (331 have been killed and 202 have been wounded).

According to the report’s statistics, the overall death toll has dropped this week compared to the previous week; however, the death toll of the anti-government armed opposition was higher. There were still armed conflicts ongoing in district centers of several provinces of the country this week, which left several districts temporarily to get under the control of Taliban, while some other districts were taken back by the government after years of Taliban control.

This week, civilian casualties due to airstrikes by Afghan and foreign troops have increased. In an attack, seven civilians were killed in Saidabad district of Maidan Wardak province, of which 4 were from a single family. The Human Rights Commission of Afghanistan strongly criticized the foreign forces for the incident and demanded that the families of the victims should be compensated.

Going forward through the report, details and exact figures of the casualties’ of the Afghan government forces, anti-government armed militants and civilians can be found in separate titles.

 

Afghan Forces’ Casualties

September 6:

In a Taliban attack on Dasht-e-Archi district of Kunduz province, three ANA soldiers were killed and three local policemen injured. Three security outposts were also controlled by the Taliban.

In a Taliban attack on a police recruiting center in Farah province, killing one policeman and wounding five others.

Five local policemen were killed in a Taliban attack in Gizab district of Uruzgan province.

In a Taliban attack on a police checkpoint in Darqad district of Takhar province, killing three local policemen and wounding two others.

September 7:

After several hours of clashes between Afghan forces and Taliban in Dasht-e-Archi district of Kunduz province, the district fell under Taliban control territory, resulting in the death of four Afghan soldiers and five others wounded.

Taliban fighters attacked a security post in Pul-e-Qazi area of Nijrab district of Kapisa province, killing two local policemen and injuring another. Also, in Nawabad area of the province, two irresponsible armed men were killed during a clash.

Taliban militants attacked the center of Sherin-Tagab district of Faryab province, killing two Afghan soldiers and wounding four others.

An ANA soldier has been killed by Italian forces during a joint operation in Herat province.

Armed Taliban attacked a military base in Bala-Murghab district of Badghis province, killing two commando soldiers and two ANA soldiers and injuring four other local policemen.

September 8:

Logar province’s traffic manager has been killed by Taliban.

In Kotal-e-Sangi village of Moqor district of Badghis province, Taliban attacked a security outpost which resulted in the death of two policemen and wounded two others.

Taliban militants attacked a police car in the Ghoryan district of Herat province, killing one policeman and injuring two others.

Four local policemen were killed in an attack of Taliban in Aqcha district of Jawzjan province.

September 9:

An armed clash erupted between Afghan forces and Taliban in Imam-Sahib district of Kunduz province in which ten policemen were killed.

Two local policemen have been killed and another injured in a Taliban attack in Yangi Qala district of Kunduz province.

A Garnizon military soldier has been shot killed by Ahmad Shah Masoud celebrities in Trafic intersection of Kabul city.

Taliban militants attacked Qala-e-Zal district center in Kunduz province, killing four ANA soldiers, and a policeman. Taliban have seized the district after hours of clashes.

After several years, Yamgan and Warduj districts of Badakhshan province recaptured by Afghan forces, during which four Afghan soldiers were injured.

September 11:

Unidentified gunman has killed a National Directorate of Security (NDS) member near the PD2 of Jalalabad city, Nangarhar province.

September 12:

In Rishkhor area of Chahar-Asyab district of Kabul province, a car bomb exploded in front of a convoy of commandos, killing four commandos and wounding three others.

Anti-government Armed Militants’ Casualties

September 6:

44 Taliban militants were killed in airstrikes by Afghan forces in Charchino and Dehraud districts of Uruzgan province.

Taliban attacked Farah city from several directions in which 18 Taliban militants were killed and 12 others wounded.

As a result of the Afghan National Security Forces operation in Arghandab and Shajoy districts of Zabul province, seven Taliban fighters were killed and two others were injured.

September 7:

As a result of armed clashes between Afghan forces and Taliban in Faryab province, 24 Taliban fighters were killed and 19 others were injured.

Three militants were killed and two others were injured in a clearance operation by Afghan forces in Muhajer Bazaar area of Nahr-e-Saraj district of Helmand province.

In Bahadurgi village of Qarabagh district of Ghazni province, nine Taliban fighters were killed and 11 others were injured due to a special operation by Afghan forces.

September 8:

Four Taliban insurgents have been killed by Afghan forces in the Aab-band district of Ghazni province on the Kabul-Kandahar highway.

In Nowshahr area of Charkh district of Logar province, seven Taliban fighters were killed and 12 others were injured due to their own bomb blast.

32 Taliban fighters were killed and 6 others were injured in a clearance operation by Afghan forces in Surkh-Rod district of Nangarhar province.

Five Taliban militants were killed in an armed clash in Kotal-e-Sangi area of Moqor district of Badghis province.

September 9:

Taliban district council, along with six other Taliban militants, was killed in an airstrike by Afghan forces in Chah-e-Lira area of Ghorian district of Herat province.

September 10:

Afghan forces airstrike killed six Taliban militants and wounded three others in Pusht-koh district of Farah province.

Nine Taliban militants were killed in Afghan Forces Operation in Gero District of Ghazni province.

15 Taliban militants were killed and eight others wounded in an airstrike by Afghan forces in Aryob-Zazi district of Paktia province.

16 Taliban members were killed in airstrikes by Afghan forces in Khmet-Khel area of Moqor district of Ghazni province.

September 11:

In Shivan area of Bala-Bolok district of Farah province, three Taliban fighters were killed in an air strike by Afghan forces.

During a clearance operation by Afghan forces in Dehraud district of Uruzgan province, 31 militants were killed and 12 others wounded.

September 12:

Two Taliban fighters were killed and one was injured in an operation by Afghan forces in the Saaka, Hawza-Abad and Tilayan areas of Nahrin district of Baghlan province.

Civilian Casualties

September 7:

After several hours of clashes between Afghan forces and Taliban in Dasht-e-Archi district of Kunduz province, airstrikes killed eight civilians, including women and children, and injured 43 others.

Two civilians were injured in an explosion in company area near the PD5 of Kabul City.

At least five civilians were killed in an airstrike of foreign forces in Narkh district of Maidan Wardak province.

Paktia province’s court judge was killed in his home by unknown gunmen in Mohammad Agha district of Logar province.

September 8:

One child was killed and five women were injured in airstrikes by Afghan forces in Gosfanda district of Faryab province.

A driver has been killed and three other civilians were injured in Afghan forces’ shelling on a residential house in Surkh-Rod district of Nangarhar province.

Two civilians were killed by unknown gunmen in Kandahar city, Kandahar province.

In Kandahar city, a Mullah was arrested by national security forces first and then killed as a consequence of torture.

September 9:

Three civilians were injured in a bomb blast in near Saleem-Caravan area of PD4 of Kabul city.

Seven civilians were killed in a drone strike In Juzarin area of Said-Abad district of Maidan Wardak, four of whom were members of a single family.

Dr Noorz Shinwari, who was a famous doctor, was killed in a car-bomb blast near Bakhtar Hospital in Jalalabad city, Nangarhar province.

September 10:

A civilian was killed and four others were injured in an explosion in Mazar-e-Sharif city, Balkh province.

A civilian has been shot killed by unknown gunmen in Jalalabad city of Nangarhar province.

Seven children were injured in a bomb blast in Jaghato district of Wardak province.

September 11:

A scholar named Mullah Muhammad Agha, who was the head of a religious school, was killed by Taliban in Pakhto Tangi area of Shawlikot district in Kandahar province.

Conclusion and Analysis of the Week

The report shows that all over the country, 533 people have been killed and injured (331 of them were killed and 202 wounded) from 6 – 12 September 2019.

This week, though was bloody in general, but noticed a decrease in both sides and civilian casualties compared to previous week. Last week, 210 Afghan security forces were killed, yet this week the death toll has dropped nearly fourfold (59 Afghan security forces) compared to last week. Likewise, 292 armed anti-government militants were killed last week, but this week the level shows a slight decline and 242 Taliban militants have been killed. Civilian casualties have also declined. Last week, the number of civilian casualties was 104; but this week the number has nearly dropped a triple to reach 30 civilians killed. Most of the civilian casualties this week were due to airstrikes by Afghan and foreign troops.

This week, there were fierce clashes between Taliban and Afghan forces to control district centers in several provinces of the country, however, there were no reports of casualties especialy to the pro-governmet forces. Anadara district in Farah province, Dasht-e-Archi, Qala-e-Zal and Khanabad districts in Kunduz province, Yingi Qala in Takhar province, Warduj and Yamgan districts in Badakhshan province and other districts were under attacks of Taliban and government forces. Thus, as in the previous week, armed clashes coutinued in urban areas.

However, the casualties of Afghan forces in bloody clashes and incidents this week have not been confirmed by the Afghan government, but there were claims that Taliban suffered heavy casualties, which is mostly linked to the postponed peace talks between Taliban and the United States in Qatar.

On the other hand, there was no any big incident causing civilian casualties this week, however, unfortunately airstrikes by Afghan and foreign troops have caused civilians casualties in several provinces. 12 civilians were killed in two airstrikes in Maidan Wardak province alone. The attack in Said-Abad district of the province was drone-strike, killing 7 civilians, including 4 members of a single family. The Afghanistan Independent Human Rights Commission (AIHRC) strongly condemned the incident, calling on the Afghan government to seek clarification from foreign forces. Although NATO forces have acknowledged that civilians were killed in the incident, such incidents as airstrikes and night operations have killed civilians in several province in the past few months; however, the causes of such atacks and night raids remain unclear.

In light of the sudden cancellation of peace talks between the United States and Taliban without any justified reason by the US President, its to note that it will effect immediately the conflict in the coming weeks and the consequences will be far greater. Nevertheless, it has wiped out Afghans’ hope to end the Afghan war. Considering that the intensity of the war and military pressures have not produced any positive results in the last 18 years.

Given the bloody situation of war in the country and the reported extensive casualties, QASED Strategic Research Center urges both sides of the war and international community to make serious efforts in order to prevent the ongoing bloodshed. Considering that peace talks are the only way for ending it, all sides should work for restarting the peace process effectively.
